INTRODUCTION

The papers of a Mexico, Missouri, attorney who served on the Missouri Conservation Commission, was active in state and national environmental and conservation organizations, and was a curator of the University of Missouri. The papers consist of correspondence, subject files, financial and legal records, minutes of meetings, publications, and other records of the various organizations in which he was active during the 1970s, 1980s and 1990s.

DONOR INFORMATION

The G. Andy Runge Papers were donated to the State Historical Society of Missouri by his wife, Winifred Y. Runge, on 12 May 1992 (SHS Accession No. 2899).

BIOGRAPHICAL SKETCH

Born in Springfield, Missouri, on July 31, 1930, to Andrew and Astrid Runge, Gilbert Andrew Runge received an A.B. Degree from Central Methodist College in 1952, shortly before two years of service with the U.S. Army, which included duty in Korea. After obtaining a law degree from the University of Missouri in 1957, Runge joined a Mexico, Missouri, law firm and became a partner in Edwards, Seigfreid & Runge in 1964. He remained with the firm and its successors his entire career.

In addition to his extensive involvement in civic and church organizations, local government, and the state Republican Party, Runge was named in 1973 to the Missouri Conservation Commission, a four person board overseeing the operation of the state Department of Conservation, serving as chairman in 1974-1975, 1977-1978. Other conservation and environmental organizations on the state and national level in which he held prominent leadership positions include: President of the Missouri Prairie Foundation; President of the Conservation Federation of Missouri, 1986; District Chairman of Missouri Ducks Unlimited and National Trustee of Ducks Unlimited; President of the Missouri Chapter of the Ruffed Grouse Society; board member of the American Forestry Association; Missouri delegate to the National Wildlife Federation; member of the Advisory Council for the University of Missouri School of Natural Resources; and chairman of a number of environmental issue state committees. His broad and sustained participation in environmental causes led to his being named Conservationist of the Year in 1978, and a Master Conservationist in 1990 by the Missouri Conservation Commission, and Conservationist of the Decade by the Conservation Federation of Missouri in 1990.

Mr. Runge was also associated with the University of Missouri, serving on the Advisory Council for the School of Forestry, Fisheries and Wildlife at the University of Missouri-Columbia, 1976-1991, and as a curator of the University of Missouri, 1989-1991.

G. Andy Runge was married to Winifred R. Yoes in 1952, with whom he had three children, Louesa, Frederic, and Russell. He died in November 1991.

SCOPE AND CONTENT NOTE

The G. Andy Runge Papers document his extensive association with the Missouri Department of Conservation, local, state, and national environmental organizations, and his work with the University of Missouri from the 1970s through his death in 1991. The collection reflects the greater awareness and emphasis of environmental and conservation issues which burgeoned in the United States in the 1970s. Because Runge was closely involved and held leadership positions in these organizations, the ecological issues addressed and the activities of environmental advocacy groups, as well as Missouri state government, in the 1970s and 1980s, are well documented in his papers. The papers consist of correspondence, financial and legal records, subject files, minutes of meetings, publications, promotional materials, reports and other materials and are arranged into nine series:

The Missouri Conservation Commission is a four person board that oversees the operation of the Missouri Department of Conservation. This series provides a comprehensive record of the operation of the commission and the department during Runge's term, 1973-1979. Arranged by type of record, it consists primarily of minutes of meetings along with large quantities of accompanying correspondence, memoranda, recommendations, reports, maps, publications, and other materials concerning budget and finance, land acquisition, programs, personnel matters, policy and procedural changes, state and federal legislation, and other aspects of the operation of the Department of Conservation. A file containing the meeting minutes for any particular month will include the documents pertaining to the next month's meeting. A separate correspondence section for the same period consists of similar departmental material in addition to communication with citizens, legislators, and environmental organizations. The correspondence for 1975 and the first half of 1978 is missing. A small number of miscellaneous department publications, reports, and scientific papers, materials related to departmental events, and newspaper clippings and miscellaneous materials regarding conservation issues in Missouri complete the series.

The Conservation Federation of Missouri series consists of records of the organization from the 1970s through the 1980s, and is arranged by type of material. The organization is an environmental advocacy group that coordinates activities of similar organizations in Missouri. The general correspondence section of the series concerns administration, fund raising, and programs and campaigns related to various conservation issues in Missouri. Separate project correspondence concerns the Mark Twain National Forest, the Missouri River Trail, Missouri streams, and other environmental projects and issues of concern to the organization. Annual meeting materials, minutes of board meetings, legislative reports and other federation publications, newspaper clippings, and miscellaneous conservation related materials are also included in the series.

The Missouri Prairie Foundation was founded in 1966 with the primary objective of acquiring and managing remaining virgin prairie in Missouri for permanent preservation. Arranged by type of record, this series covers activities of the organization from 1970 through 1991. Correspondence comprises the bulk of the series and pertains to membership, fund raising, and the acquisition and management of prairie lands in western Missouri. Board meeting minutes, membership lists, foundation publications and promotional materials, and miscellaneous publications and papers pertaining to the conservation of prairie lands and wildlife make up the remainder of the series.

Comprised of correspondence, memoranda, meeting and planning notes, financial records, newspaper clippings, and publicity materials, the Ducks Unlimited series concerns membership, fundraising, banquets, competitions, and other activities sponsored by the South Fork Flyway Chapter of Mexico, Missouri, in the 1980s. The organization works to preserve and restore waterfowl habitat in the United States and Canada. The series also contains materials related to the state and national organization and similar conservation groups.

The Ruffed Grouse Society is a national organization involved with preserving the ruffed grouse and its habitat in the United States. This series contains correspondence, meeting minutes and notes, publicity materials, membership lists, publications, and miscellaneous papers related to the society banquet and other sponsored events, and other activities of the Missouri chapter of the organization, 1980-1984. The series also contains publications and other materials of the national body.

The American Forestry Association series consists of correspondence, memoranda, financial records, meeting minutes, and reports concerning the activities of the organization while Runge was a member of the board of directors, 1989-1991. The records pertain to meetings, long range planning, marketing, membership, funding, and the reforestation campaign and other programs of the association. The series also contains some materials of the organizational meeting of the Missouri Urban Forestry Advisory Council in 1991.

The National Wildlife Federation series, consisting of correspondence, meeting materials, position papers, membership rosters, and press releases, reflect Runge's activities as the Missouri delegate to the national organization, 1986-1991. During that period the federation focused attention on the preservation of wetlands, air pollution, groundwater contamination, and other national environmental issues.

Comprised of correspondence, proceedings of annual meetings, reports and evaluations, and promotional materials, the records of the Advisory Council to the University of Missouri-Columbia, School of Forestry, Fisheries and Wildlife relate to the operation, development, and promotion of the school during Runge's service on the council, 1976-1991. The bulk of the records date to the 1980s when Runge was chairman of the Development Committee. The school was renamed the School of Natural Resources in 1989.

Runge was named to the University of Missouri Board of Curators in 1989. The correspondence, reports, financial documents, minutes of meetings, and other materials in this series concern activities of the board, primarily in the areas of finance and planning for the University of Missouri System; this includes materials on the endowment and retirement fund Also included in the series are reports and studies, newspaper clippings and miscellaneous items pertaining to the University of Missouri System, the individual campuses, and the Board of Curators.
