INTRODUCTION

The records of the Citizens Committee for Soil, Water, and State Parks document the activities of that organization from 1983 through 1989. Records include bank statements, campaign reports, lists of contributors and contributions, ledger sheets, publicity releases and clippings, treasurer's reports, correspondence, contracts, and miscellaneous material of the committee.

DONOR INFORMATION

The records were donated to the State Historical Society of Missouri on July 18, 1990 by Charles H. Callison, treasurer of the committee (SHS Accession No. 2792).

HISTORICAL SKETCH

In 1983 the Citizens Committee for Soil, Water, and State Parks was formed to carry on a campaign for the passage of a constitutional amendment to establish a one-tenth of one percent sales tax for five years to provide funds for soil conservation and for Missouri's state parks system (HJR 21). The amendment passed in 1984 and the tax went into effect July 1, 1985. Because the tax was only in effect until August 7, 1989, the committee did not disband. In 1988 the committee sponsored an initiative petition drive to extend the sales tax. The petition process led to Amendment number 7 being placed on the November 8, 1988, ballot which asked that the sales tax be extended for another ten years. Amendment number 7 passed.

SCOPE AND CONTENT NOTE

The records of the Citizens Committee for Soil, Water, and State Parks consist of bank statements, canceled checks, campaign reports, lists of contributors and contributions, publicity materials, treasurer's reports, correspondence, and minutes of meetings. The records are arranged into five series:

The Minutes series includes minutes, agendas, and purpose statements arranged in chronological order for the years 1983 through 1984 and for one meeting in 1988. The committee met almost every month to discuss issues such as campaign strategies and goals, legislative history, fund raising and publicity issues.

The Correspondence series is divided into incoming and outgoing correspondence and then arranged chronologically. The letters primarily document contributions and campaign progress. Also included are thank you letters for contributions, letters asking for support, and invitations to events.

The Publicity Files series consists of examples of advertising, newsletters, and brochures; media packets; bumper stickers; newspaper clippings; news releases; speeches; and the records of Communiqu‚, Inc., an advertising and public relations firm.

The Financial Records series contains reports; canceled checks; ledger books; bank statements; campaign disclosure reports; and lists of endorsers, contributors, and contributions. Also included in this series are the Kansas City and St. Louis offices financial records and contracts made with people who helped to petition in those areas.

The Miscellaneous series includes vote totals and a speech outline.
