The papers of William Stuart Symington, U.S. Senator from Missouri (1953-1976), include constituent correspondence, family and personal correspondence, limited genealogical and family materials, appointment books and calendars, audio and video recordings, campaign materials, editorial cartoons, select invitations and itineraries, limited pre-senatorial materials, photographs, photographic negatives and slides, press files, scrapbooks, selected Congressional testimonies, speeches, staff memoranda, voting records, and miscellaneous ephemera.

DONOR INFORMATION

The Stuart Symington Papers were donated to the University of Missouri by the Senator on May 25, 1973 (Accession No. 3916). Additions to the papers were made from October 1976 to January 1977 (Accession No. 4017), December 1976 (Accession No. 4035), February 1977 (Accession No. 4046), May 1977 (Accession No. 4070), and November 20, 1979 (Accession No. 4263). Additions to the papers were made by Stuart Symington, Jr., on July 6, 1989 (Accession No. 4914), November 14, 1991 (Accession No.5114), April 28, 1993 (Accession No. 5285) and August 2003 (Accession No. 5478).

BIOGRAPHICAL SKETCH

William Stuart Symington was born in Amherst, Massachusetts, on June 26, 1901, to William Stuart Symington, a Baltimore, Maryland lawyer and former professor of Romance Languages at Amherst College, and his wife, Emily Haxall Harrison Symington also of Baltimore. Professor Symington originally obtained his Ph.D. in French folklore from Johns Hopkins in Baltimore before studying law. He began practicing law at the age of 35. Emily Haxall Harrison descended from a wealthy Virginia family.

Soon after his birth, the Symington family moved to Baltimore where Stuart Symington attended public schools, graduating from Baltimore City College in 1917. He enlisted as a private in the United States Army at age 17, entered officer training school, and was discharged with the rank of second lieutenant in 1919. He enrolled at Yale University but left in 1923, short of mathematics credits. Yale did award him his degree retroactively in 1945, however. Symington worked summers as a reporter for a Baltimore newspaper. He moved to Rochester, New York where he worked as an iron molder and lathe operator from 1923 to 1926, studying mechanical and electrical engineering at night and by correspondence. He served as an executive with several radio and steel companies from 1926 to 1937 before moving to St. Louis, Missouri to become president of Emerson Electric Manufacturing Company, a post he held until 1945.

Symington married Evelyn Wadsworth on March 1, 1924. Wadsworth was the daughter of New York Republican Senator James Wolcott Wadsworth, Jr., and granddaughter of John Hay. The couple had two sons, William Stuart Symington, Jr., a lawyer in St. Louis, and James Wadsworth Symington, former Congressman from Missouri and a lawyer in Washington, D.C.

Symington entered public service with an appointment as chairman of the Surplus Property Board in Washington, D.C. and was Surplus Property Administrator from 1945 to 1946. Other federal appointments quickly followed: Assistant Secretary of War for Air (1946-1947), first Secretary of the Air Force (1947-1950), Chairman of the National Security Resources Board (1950-1951), and Reconstruction Finance Corporation Administrator (1951-1952). He resigned from the latter position to run as a Democrat for the U.S. Senate in 1952.

After an unsuccessful run for the Democratic presidential nomination in 1960, he was reelected to the U.S. Senate in 1958, 1964, and 1970 where he served until his retirement on December 27, 1976. The death of Evelyn Wadsworth Symington on December 24, 1972 and his own health caused the Senator to decide not to run for reelection in 1976. Symington married Ann Hemingway Watson on June 16, 1978 and lived in New Canaan, Connecticut until his death of heart disease on December 14, 1988. He is interred in a crypt in Washington National Cathedral, Washington, D.C.

The Committees series consists of official correspondence pertaining to those Senate committees for which the Senator worked and includes requests for information, communications with government agencies, office memoranda, statements on various issues, and discussions of issue specific legislation. The series is arranged by committee.

The Flood Control series contains correspondence, clippings, industry reports, legislative and appropriations materials, and government agency reports, including the Army Corps of Engineers reports pertaining to the building of dams, impoundments, reservoirs, and watersheds on Missouri's Rivers in an attempt to alleviate severe annual flooding.

The Energy series consists of statistics, annual reports of companies, case studies, congressional hearings, FEA releases and letters from con­stituents giving their reactions to taxes, energy regulations, speed limits, rationing, and atomic and solar energy. This series is arranged by subject matter.

The Staff Files series contains correspondence, memoranda, and other supporting materials from the Senator's staff and assistants and includes James Gehrig, Edward Christy Welsh, Harriett Robnett, Neil Livingstone, and Kathie Nelson Smith. The series is arranged by surname and then by topic.

The Alphabetical Correspondence series comprises correspondence from family members, constituents, political leaders, including all the presidents from Truman to Carter, major senatorial and congressional figures, political appointees, Supreme Court justices, civil rights and religious leaders, Pentagon and military officials, August Busch and other business executives, and such entertainment luminaries as Bob Hope, Arthur Godfrey, Ann Landers, and Danny Kaye. The series is arranged alphabetically by surname.

The Legislative Correspondence series includes letters from Missouri constituents and others pertaining to a variety of legislative topics and is dated from 1973 to 1976. Prior to 1973, legislative correspondence, regardless of subject was filed with the alphabetical correspondence series. Please check the Alphabetical Correspondence series for earlier legislative correspondence. Select correspondence between Senator Symington and his Congressional colleagues is contained in the series Legislative Correspondence with Senators.

The Photographs series includes photographs of the Senator, his colleagues, and other political luminaries, dating from 1946 to 1976. Prior to 1980, photographs were removed from their original location in the papers and placed in a separate series. After 1980, photographs were kept in their original location and may be found throughout the collection. This series follows original arrangement by subject matter and then chronologically within each folder. Please see the Symington Family series for personal and family oriented images. The Pre-Senatorial series includes limited correspondence and scrapbooks from Symington's years in government service prior to his election as U.S. Senator from Missouri. From 1946 through 1950, Symington served as Assistant Secretary of War for Air and then as the first Secretary of the Air Force. He was appointed Chairman of the National Security Resources Board by President Harry Truman in 1950 and as administrator of the Reconstruction Finance Corporation in 1951. He left the RFC to run for the United States Senate in 1952. The series focuses on Symington's tenure with the Air Force, the National Security Resources Board, and the Reconstruction Finance Corporation.

The Personal Correspondence series contains personal correspondence kept by the Senator apart from his office files. It includes letters written to close friends (David R. Calhoun, Eugene Carusi, Clark Clifford, Bob Hope, Tom Lamphier, Elwood R. Quesada, Sidney Salomon, Jr.) and as such, offers insight into deeply held convictions and the Senator's private life outside of Washington, D.C.

The Family series contains correspondence, photographs, negatives, postcards, newspaper clippings and magazine articles, membership cards, and Stuart Symington's memoir. A collection of poems and other writings of Evelyn Wadsworth Symington, histories of the Symington, Wadsworth and related families, deeds, wills, and other assorted estate papers, family and professional mailing lists, and limited genealogical materials are also included in this series.

The Scrapbook series contains scrapbooks produced for the Senator by outside sources including Connally Air Force Base, Texas (1950), Missouri railroad employees (1958), the Israeli Air Force from the Far East and Middle Eastern Congressional trip (1967), and from the Randolph County Symington re-election campaign (1970).

The Editorial Cartoons series includes original artwork and copies of editorial cartoons drawn by prominent cartoonists of the 1940s through 1960s such as Bill Mauldin, Daniel Fitzpatrick, Don Hesse, Herb Block, and others. The series is arranged alphabetically by the artist's surname. All material is oversized.

The Ephemera series primarily contains plaques but also includes other miscellaneous three-dimensional objects that Symington received throughout his career in public service.

The Negatives and Slides series contains negatives and slides of photographs taken either by senatorial staff or professional photographers. The series also contains a printer or engraving plate of an image of the Senator.

The Volumes series includes reports, hearings, guides, and a selection of books retained by Symington's staff pertaining to American involvement in Vietnam, Apollo 13, the case for President Richard Nixon's impeachment, Russian involvement in Czechoslovakia, Senator Joseph R. McCarthy, and a report prepared for the House Un-American Activities Committee on the Sorgé espionage case.

The Political Files series contains materials pertaining to Symington's political campaigns and provides an overview of how political campaigns are organized and conducted. Symington conducted an unsuccessful Democratic bid for the presidential nomination in 1960, and these materials comprise the bulk of the series. Coverage of non-election years is incomplete.

The Press Files series contains Symington's public speeches made while he was Secretary of the Air Force from 1946 through 1950, and post cabinet level speeches through 1952. The series also includes 1952 campaign speeches. The speeches were organized and indexed by his staff. Of particular interest are those speeches that contain original editing marks by Symington. The original order has been retained. Indices, dating from 1946 to 1976, provide release dates for all of the Senator's speeches, statements and press releases, including a list of floor speeches and Congressional testimony. These are filed with the corresponding written material in chronological order. Also retained are selected transcripts from television shows and radio interviews in which Symington participated.

The Voting Records series is arranged chronologically and contains Symington's congressional voting records from 1953 through 1976.

The Appointment Books and Calendars series contains the appointment books, desk calendars, and guest books kept by Symington's administrative staff from 1952 through 1976. The appointment books carry limited information as the bulk of the office appointments were scheduled on the desk calendars (1953-1972). Many appointment book pages are empty. Guest books date from 1952 to 1970 and from 1973 to 1976, and contain the names and addresses of visitors to Symington's office. Please see the Subject Correspondence series for selected calendar pages. This series is arranged chronologically.

The Invitations and Itineraries series includes correspondence, memos, publicity, and trip itineraries for invitations to events Symington accepted, and, if applicable, the speech given. The amount of material contained within each folder generally depends upon the length of stay in each specific locale with brief campaign stops or luncheon meetings generating less organizational effort than formal speeches at statewide meetings. A limited number of invitations were retained during processing.

The Subject Correspondence series contains correspondence from a variety of sources including constituents, school children, newspaper editors, U.S. Senators and Representatives, members of the education and defense establishments, scientists, and pacifists. The series includes memos and research prepared for the Senator by members of his staff and the Congressional Research Service. It also includes handwritten notes, selected inserts into the Congressional Record, cabinet level reports, testimony before the U.S. Senate, and supporting material sent to the Senator from experts in the field. Series arrangement follows the original scheme: arranged alphabetically by subject and chronologically within each folder.

The Audio and Video Recordings series contains audio cassette and vinyl recordings, audio tapes, video tapes, and compact discs. The series includes interviews, press conferences, speeches, senatorial and presidential campaign songs and radio spots, statements, public service announcements, radio promotions, and a rare recording of Bob Hope's 1949 Christmas Show at U.S. Air Force bases in Alaska.
