BIOGRAPHICAL SKETCH
James Edward Boggs was born on September 20, 1878, to Tyre H. and Ada Boggs in Boone County, Missouri. He left the family farm at
thirteen and began work in the printer's trade. Boggs tried several professions before studying law and passing the bar in Columbia, Missouri, in 1899. After one year of practice he became Justice of the Peace for Boone County for an unfinished term of two years. When the term expired Boggs was elected to continue in the position. From 1903 to 1907 he was Deputy Circuit Clerk for Boone County and from 1907 to 1919 was Circuit Clerk. Boggs was Mayor of Columbia from 1917 to 1918. He served as Chairman of the Democratic City Committee of Columbia from 1901 to 1906 and was president of the Young Men's Democratic Club of Missouri, 1914-1915. Boggs also served as a delegate to state conventions in 1912, 1916, 1920, and 1928-1929; and as a member of the Democratic State Committee in 1916-1920 and 1928-1929. He was a delegate to the Democratic National Convention in 1932. He was a member of the law firm of Clark, Boggs, Cave and Peterson of Columbia, until he retired in October 1950. Boggs was one of the founders of the Young Democratic Club, Missouri, and an initiator of the annual Jefferson Day banquet in Boone County. He also was a publisher of the Columbia Daily Times for a year. After his retirement, he served as a counselor for Columbia Savings Bank.
Boggs married Lizzie Mae Ballew of Columbia on June 4, 1903, and they had one child, Margaret. He died on August 24, 1953.
SCOPE AND CONTENT NOTE
The James E. Boggs, Justice of the Peace, Record Book has an account of the crimes and misdemeanors for Boone County, Missouri, from 1900 to 1902. The townships of Rockyfork, Cedar, and Perche are mentioned as are the Stephens, Kelley, and Garth additions to the city of Columbia. The record book has incomplete, alphabetical indexes in the front and back. A more comprehensive, alphabetical list follows this inventory. The cases are arranged primarily in chronological order. Most of the crimes are petty, however, crimes such as murder, assault, and grand larceny are also recorded. Judgments and fines are included in the descriptions of the cases. Pages 45 and 46 are missing from the book. Nine marriages that took place in 1901 are listed on page 400.
