Correspondence received by the Executive Board and generated by the Executive Secretary is filed within the Executive Secretary series. Annual reports presented to the Executive Board are filed under Annual Reports by their respective year. All financial reports presented to the Executive Board are filed with Financial Records by their respective year. Prior to 1964 the ALA Councilor reports were filed in the Alphabetical Subject Series, ALA Correspondence.

Annual Reports Series

During the Annual Conference, each individual section of the Missouri Library Association presented reports to the Executive Board. Included as well are the annual reports of the organization in its entirety. A notable exception is the Membership reports, which are filed within the membership sectional material. Financial Series

This series contains the financial reports prepared for the Board of Executives by various committees and includes budget requests by the specific units, annual audit information, and insurance and bonding materials. Also included are materials pertaining to the association's tax-exempt status. Bankbooks have been retained for 1939, 1940, 1944, 1949-1951, 1952, 1956, and 1959 as the information contained within is not available elsewhere. They are filed with their respective records and chronological year. Bound journals have been retained for 1900-1953, as information contained within is not available elsewhere. Only those ledgers with information not contained in the monthly financial reports are retained. With a few exceptions, coverage is fairly complete although there are gaps, primarily during the 1980s. The material is arranged by type and then, in chronological order.

Annual Conference Series

The Missouri Library Association holds its conferences in a different Missouri city each year. There was no conference held in 1918 due to the national influenza epidemic. At these conferences there are exhibits, speeches, awards, special activities for subsidiary organizations, and the general meeting where the members elect officers and vote on resolutions, constitutional amendments and other association matters. Materials prior to the late 1960s are scarce, but quite substantial after that. The quality and quantity of information retained by association officers varies from one conference to the next. Unless otherwise noted, planning correspondence is filed with conference materials, as are materials from the Local Arrangements and Annual Conference Committee. Prior to 1972 minutes of the annual meeting are kept with conference correspondence. Included are programs, brochures, handouts, evaluations, exhibitors, attendees, financial expenses, and follow up correspondence. Arrangement is chronological and then in the following order: conference schedules, programs and other paraphernalia; divisional programs, receptions and workshops; attendees, exhibitors, financial records; follow up correspondence is in chronological order.

Scrapbooks Series

The scrapbooks have been taken apart and the contents placed into folders, with the material remaining in its original order. The first scrapbook consists chiefly of news clippings, covering 1943-1944, about various libraries around the state. Contents of scrapbooks 2 through 6 consist of mementos, clippings, publicity, and correspondence concerning National Library Week in Missouri from 1960 through 1964.

Sections Series

Contains material from the organizational divisions of the Missouri Library Association, in the following order: divisions, roundtables, and committees. Individual sections are arranged in alphabetical order. All material within each section is arranged by type, in alphabetical order. Included are by-laws and constitutions, conferences, correspondence, financial records, handbooks, membership and officer lists, minutes, publications, and workshops. The Missouri Library Association underwent significant reorganization in 1985. The constitution and by-laws were revised, standing committees were drastically reduced, and guidelines were established for councils. Councils replaced those committees not deemed as standing. Where possible, the original names and organizational scheme have been retained.

Public Libraries Division (PLD)

The County-Regional Libraries Division (CRLD) was established prior to 1949 and the Municipal Libraries Division (MLD) first met in St. Louis on October 6, 1951. By 1954 the MLD and the CRLD were conducting joint meetings. Following the September 30, 1955 business meeting, the CRLD voted to merge with the Municipal Libraries Division. Following the last business meeting in Cape Girardeau on October 5, 1956, the Municipal Libraries Division officially merged into the PLD.

Outreach Round Table (ORRT)

This began as a special committee and evolved into a round table by the fall of 1972. A particular focus was providing library service to jails and prison. Another main goal of the ORRT was the formation of the Library Outreach Cooperative. Correspondence preceding its establishment is found with ORRT correspondence, including the first issues of the Library Outreach Cooperative Newsletter. Social Responsibilities Round Table (SRRT)

In October 1968 interested parties met in Philadelphia to discuss the establishment of the ALA Round Table on Social Responsibility for Libraries. The Round Table was formed to force the ALA to address the social issues of the times, primarily racial and gender discrimination. SRRT reflected the entrance of many librarians into the organization who were both idealistic and enthusiastic. By-laws, correspondence, financial records, minutes, and membership material are filed in chronological order. The Intellectual Freedom Committee (IFC) began as an offshoot of the SRRT in 1970. Certification Board (CB)

In June 1951 the ALA adopted a resolution urging member states to provide a plan for the voluntary certification of librarians, without formal professional education, who possessed related experience and skills. Based on length of service and work performed, the certificates were intended to rate librarians by skill level. Material includes correspondence, issued certificate lists, the history of the process in Missouri, and minutes of the board. The bulk of the correspondence deals with the numerous failed attempts by the Missouri Library Association to obtain state legislation specifically for certification. With the establishment of a formal library science program at the University of Missouri, the certification process was eventually abandoned in 1971.

Handbook Committee

The Handbook Committee is responsible for the drafting and publishing of the Missouri Library Association organizational handbooks and manuals. Health Science Librarians Council

The Council was organized in 1989 as an effort to broaden the opportunities available for the health science librarians in the state of Missouri. The primary goals are to improve their ability to serve the informational needs of their clients and to raise the recognition of and appreciation for health science librarians in the community at large.

Intellectual Freedom Committee (IFC)

The IFC, established in the mid-1960s to help fight the censorship that increasing numbers of Missouri libraries were facing, was the Missouri Library Association's response to the conservative backlash of the late 1960s and 1970s. Adopting various civil liberty causes as its own, the IFC promoted ideals similar to those espoused by the American Civil Liberties Union through a combination of reaction, legislation and education in the form of resolutions, lobbying and workshops. Its "Guidelines for Insuring Intellectual Freedom in Missouri's Libraries," 1969, became a national standard for policy statements. These materials, including correspondence, censorship complaints, membership, minutes, and publications, record both the activities of the IFC and the dissension they provoked both in the public and in the Missouri Library Association itself. Legislative Committee (LC)

In cooperation with the Missouri Library Commission, concerned members of the MLA established the Library Extension and Legislation Committee in 1920 to extend library service to Missouri citizens who were without service, to improve inadequate service, and to obtain state and federal funds. After 1948 the committee name was shortened to the LC. To avoid confusion, all material is filed under the later name. The majority of the correspondence concerns library legislation in both the Missouri General Assembly and the United States Congress.

Concerned mainly with furthering inter-library cooperation in Missouri, the Committee was discontinued in 1969 and was not revived until 1972. In 1985 the Long-Range Planning Subcommittee (LRPS) was established to develop a long-range plan of goals for the Missouri Library Association. Library Education and Manpower Committee (LEMC)

The Executive Board authorized a separate committee entitled Library Education and Personnel in 1967 but the name was changed to Library Education and Manpower shortly thereafter. The Recruitment Committee predated the LEMC and by 1972 the two committees had merged. Recruitment Committee material is filed preceding LEMC material in chronological order. The early mission of the Recruitment Committee was to identify and attract promising high school graduates into the profession. During the 1970s, the Committee's purpose was to study and improve training and placement of Missouri librarians. Functions included the administration of various library science scholarships, development of a summer intern program, conducting studies of education and manpower, presenting workshops, and preparation of brochures and pamphlets providing information on library science careers. The original numerical order has been retained for the Survey of Library Administrators and for the Survey of New Professionals, undertaken by the LEMC in 1972.

Library Employees Committee (LEC)

The committee was started by paraprofessional employees of Missouri libraries in 1980 as a means to address issues pertinent to library assistants and other staff members. Correspondence towards this end begins in 1976. The LEC was renamed the Support Staff/Paraprofessional Council in 1991.

Membership Committee (MC)

The MC is responsible for increasing professional membership in the organization, maintaining membership lists and directories, tracking the financial resources obtained from dues, and informing the Executive Board of said status. As part of a membership drive in 1969 instituted by the MC, the Missouri Library Association requested, from each member institution, a list of professional staff members. These lists and assorted staff directories are included in the correspondence. In some instances membership reports listed members according to their sections. Correspondence and membership are arranged by type and then in chronological order. Includes material from the Ways and Means Committee of the 1960s, which dealt primarily with dues. There are obvious gaps in coverage from the 1910s through the 1960s. Coverage is fairly complete after 1970, although there are gaps.

Public Relations Council (PRC)

Prior to the establishment of the PRC, the Missouri Library Association had two separate committees dealing with public relations and publicity. The Publicity Committee existed from 1937 through 1940; the Radio Broadcasting Committee operated from 1938 through 1940. In 1948, the Missouri Library Association established the PRC.

Reorganization Committee, 1970

Committee's sole purpose was to recommend changes in the Missouri Library Association's organizational structure, mission, and procedures. Additionally, grass roots support for reorganization of the ALA was becoming apparent nationwide and some correspondence addresses this issue. Upon adoption of the changes recommended by the Committee in late September of 1970, the Committee was disbanded. Material includes correspondence, minutes, and final report.

Missouri Association of School Libraries, Relationship Committee

As an official committee of the Missouri Library Association, the Relationship committee was formed to study ways of increasing communication between the Missouri Association of School Libraries and the Missouri Library Association. As such it is not considered part of the Missouri Association of School Libraries Series and is filed preceding the MASL. The Committee ceased to exist after 1987 when the MASL withdrew from the Missouri Library Association.

Missouri Association of School Libraries Series

The Missouri Association of School Libraries (MASL) operated as an independent association from 1948 through 1951 at which time it affiliated itself with both the Missouri Library Association and the Missouri State Teachers Association. Because of its divided allegiance, as well as its original independence, the exact relationship with the Missouri Library Association had been a major issue affecting the group since 1951. It remained perhaps the most autonomous of the Missouri Library Association's subsidiaries despite the close cooperation between the two groups in such important projects as the Mark Twain Award for children's literature and the formation of Epsilon Beta, a satellite organization of student library assistants associated with both groups. In 1987 the MASL seceded from the Missouri Library Association and returned to its former independent status.
