INTRODUCTION
Correspondence, legal cases, speeches, clippings, and political material of a St. Louis attorney, politician, prohibitionist, and leader in the Methodist Episcopal Church, South. Several cases concern prohibition enforcement or lead companies in southeastern Missouri. Hay was three times an unsuccessful candidate for the Democratic nomination for U.S. senator.
DONOR INFORMATION
The Hay Papers were purchased by the University of Missouri from the Kolker Packing Company on 7 April 1945 (Accession No. 226). Additions to the papers was donated by Mrs. Charles M. Hay on 10 November 1952 and 2 September 1953 (Accession No. 3145).
BIOGRAPHICAL SKETCH
Charles Martin Hay was born in Brunot, Missouri. He received A.B. and L.L.B. degrees from Central College, Fayette,
Missouri, and an L.L.B. from Washington University, St. Louis. His first law practice was at Greenville, Missouri, in 1904; from 1905 until 1914 he practiced in Fulton, Missouri; from 1914 until his death he lived and practiced law in St. Louis. He represented Callaway County in the Missouri House of Representatives in 1913 and 1914.
The firm of Curlee & Hay was formed in 1921 and in the same year Hay ran unsuccessfully for the nomination for the U.S. Senate against Breckenridge Long and Henry S. Priest. He ran unsuccessfully two more times, in 1928 and 1932.
In 1924 Hay was a delegate-at-large to the Democratic National Convention in New York. From 1924 to 1928 he was chairman of the Democratic State Convention.
Hay was an ardent prohibitionist. He was a member of the headquarters committee of the Missouri Anti-saloon League, and led the fight against the breweries when county option was won.
He was also an active member of the Methodist Episcopal Church, South and was a delegate to the general conference of the church in 1930.
In 1933 Hay was appointed City Counselor of St. Louis. He died in 1944.
SCOPE AND CONTENT NOTE
The Charles M. Hay Papers consist of correspondence, legal cases, speeches, clippings, and political material arranged into six series:
The Correspondence series contains personal, business, and political correspondence arranged chronologically except for five folders at the end of the series arranged by correspondent. Correspondence from the 1920s deals with Hay’s candidacy for U.S. Senator and his other political activities as well as prohibition. Correspondence of the 1930s deal less with prohibition and more with political activities.
The Subject series is arranged alphabetically by topic or type of material and dates from 1919 through 1933. This series covers areas for which Hay was the legal representative or a participant. The Legal Cases series are arranged by type of case and date from 1919-1933.
The Newspaper Clippings are from national and state newspapers relating to the Democratic National Convention in New York City in June and July 1924. Missouri clippings pertain to the campaign of Bennett Champ Clark, Charles M. Howell, and Hay for the Democratic nomination for U.S. Senator, 1931-1932
The Speeches series consists of outlines, rough drafts, and final speeches delivered by Hay dealing primarily with temperance, prohibition, liquor control, national and state politics, and denunciation of the Republican party. The Miscellaneous series is a volume entitled Election Commissioners Political Atlas of St. Louis, Missouri, that contains maps of the congressional district, each of the 28 wards, senatorial district, and the constable district.
