INTRODUCTION
Correspondence, minutes, proceedings, literary productions, lists, printed material, financial and legal documents pertaining to the farm parity movement led by George Peek and Chester C. Davis. The photographs and the volumes, mainly newspaper clippings, deal almost exclusively with Davis' career, 1933-1953.
DONOR INFORMATION
The Davis Papers were donated to the University of Missouri by Chester Davis on 15 June 1948 (Accession No. 2922). An addition to the papers was made by Davis on 25 February 1960 (Accession No. 3428).
BIOGRAPHICAL SKETCH
Chester Davis was born near Linden, Iowa, 17 November 1887. He earned a B.A. from Grinnell College in 1911 and in 1913 married Helen Smith. His occupations were varied: newspaper work, South Dakota and Montana, 1911-1917; editor manager, The Montana Farmer, 1917-1921; commissioner of agriculture and labor in Montana, 1912-1925; director of grain marketing, Illinois Agricultural Association, 1925-1926; agricultural service for farm organizations, 1926-1928; executive vice president, Maizewood Products Corporation, 1929-1933; director, production division, U.S. Agricultural Adjustment Administration, 1933, and administrator, U.S. Agricultural Adjustment Administration, 1933-1936.
Later service included board of governors, Federal Reserve System, 1936-1941; president, Federal Reserve Bank of St. Louis, 1941-1945; associate director, Ford Foundation, 1951-1954; and study on rural credit in India for the Indian government, 1953-1954. In 1939 he received the distinguished service to agriculture medal from the American Farm Bureau Federation. Chester Davis died 25 September 1975.
The farm parity movement was an attempt by George Peek, Davis, and other farm leaders to maintain the price of farm products on a par with non-farm commodities. Each year from 1924 to 1928 a different McNary-Haugen bill was introduced in the U.S. Congress. In 1927 and 1928 the bills were passed and then vetoed by the president. Election of a sympathetic president was attempted in 1928 through support of Alfred E. Smith. With his defeat support for legislation akin to the bills mentioned above disintegrated.
SCOPE AND CONTENT NOTE
The Chester Davis Papers consist of correspondence, minutes, proceedings, literary productions, lists, printed material, financial and legal documents pertaining to the farm parity movement led by George Peek and Chester C. Davis and is arranged into four series:
Material dated from 1925 through 1928 predominates. These papers have two major themes: George Peek's farm parity movement, 1925-1929, and scrapbooks and photographs covering Chester Davis' career from 1933 to 1953.
The bulk of the collection is correspondence and the papers dealing with the farm parity movement are more than just Davis'. Most likely they represent part of the central office files of Peek's organization. With few exceptions these are business papers and deal only with the movement. Much of the correspondence is routine for agricultural lobbyists: research on farm problems, arranging meetings, plans of attack to secure legislation, and exchange of printed material. The correspondence pertaining to the election of 1928 is overall the most detailed.
The Miscellaneous Material comprises literary productions, legal documents, minutes, lists, bulletins, and financial documents arranged chronologically under each issuing source. Reports and minutes found throughout the collection are very specific. The financial records of the Smith Independent Organization Committee and the Illinois Independent Equality for Agriculture League are extensive.
Several rare agricultural and political newspapers and newsletters are included in the Printed Material and Photographs. Subjects included in the printed matter are: the farm parity movement, agricultural problems, tariffs, U.S. monetary policies, and the national election of 1928. The photographs are mostly of Davis, his family, Sioux and Blackfoot Indians, Norman Hall, and famous Americans of the 1930s and the Scrapbooks deal almost exclusively with Davis' career.
